Can you use Reach Points?
A vision of Jesse interrupts your Underpass route.
You can see the island of orange pipes, but the gap between you and it is a Reach gate. Cross it, follow the Fault, and finish what Jesse started.

Some guides say the light-projection puzzle uses Shift. Whether Shift is a quest requirement, an inherited prerequisite, or only a puzzle dependency is still being verified, so it is not listed as required.
Cross to the island of orange pipes with Reach, clear the Mold enemies, and enter the pipe structure. Follow the interior route to the TV to enter the Fault. Find Jesse, guide the light-projected children, reunite young Dylan and Jesse, and finish the ritual. Then return to your Underpass route.

The projected-children puzzle is about following, not about pressing buttons.
You do not directly control the projection. Your movement determines where the projected child can follow, so guide it along the connected route instead of moving straight to the target.

Look for the orange pipes, the separated floating platforms, and the Reach Points between them.

Follow the interior path to the end. The TV is the interaction point, not a door.
The projection follows your movement along a connected route. Do not skip straight to the target; check the puzzle diagnostic above.
Check for a missed interaction, the wrong projection state, a missing ability traversal, or the wrong platform sequence.
