Find a way into the Parking Garage, reach Jesse, unlock Shift, and escape using your new gravity ability.
Steps are states, not a checklist. Mark the one you are on and the page keeps your place.
You came here because the Theater route requires Shift.
Complete The Incursion Fault to unlock Shift, then return to the West Incursion Zone Resonant and continue toward the Theater.
Drawn from the progression relation graph. Shift is granted by this quest, so the route back belongs to the West Incursion Zone Resonant page.
This is the prerequisite our progression relation graph records for this quest.
Reach the Parking Garage in the West Incursion Zone and get inside.
Some guides also describe a power or elevator step inside the garage. The relation data on this site does not confirm a separate power stage, so it is not shown as required.
Find the Parking Garage in the West Incursion Zone, then get the Security Key from Wear 'Em & Wash 'Em nearby. Open the garage, drop to the lowest level and use the old television to enter the Fault. Find Jesse, unlock Shift, use Shift to finish the ritual and climb back out of the garage, then return to the West Incursion Zone Resonant.

Checkpoints reset your expectation, not the game. The exact number of TV stations is being verified against the route.

What's happening?
It is usually one of these: a missing key, a wrong entrance, an unfinished interaction, an ability tutorial, an unfinished ritual, or the garage exit route. Check which one applies before calling it a bug.
Check that you have entered the West Incursion Zone and reached the Parking Garage route. The quest becomes available during your first progression through the zone.
You need the Parking Garage Security Key. The key route is in step 2 above.
Do not use the blocked front entrance. Go around the side alley and enter through the rear or side access.
Use the garage access diagnostic above before assuming a bug. It covers the locked door and the route inside.
Go down through the Parking Garage to the lowest section and look for the old television.
Check that you are facing a valid gravity surface and that it is close enough. Then check whether the route expects a different surface next.
The exit uses Shift. Use the gravity surfaces in the garage and follow the EXIT signs upward.
Check that Shift is unlocked, that the quest is actually complete, and that you returned to the correct West Incursion Zone route. Then resume the West Incursion Zone Resonant.
