Two power modules and one satellite dish repair the terminal. Tell Langston the cell ID is D-04. Cycle the radio broadcast to the World's Fair, then carry the radio to E-05 and contain it.
How to start
Finish Into the Valley of Death, then talk to Langston at the Central Field Office. He asks you to repair the Field Panopticon before an Altered Item can be moved.

1 · Repair the Security Terminal
The Maintenance team left the Field Panopticon offline. Bring the system back up with two power modules and a satellite dish.

The terminal stays offline until both power modules and the satellite dish are installed and you interact with the terminal a second time to start the system.
Where are the power modules?
Both modules are inside the Field Panopticon. The first is next to the Security Terminal; the second is in the main containment room beside the A-01 cell.

Where does the satellite dish go?
Look above the containment cells for the mast with the flashing red light, climb onto the enclosure and attach the dish there.
The satellite dish can be picked up near the C-03 cell.
Mount the dish high above the containment cells, on the mast with the flashing red light near E-05.
If the dish will not attach, you are at the wrong mast. The correct one is high above the cells and marked by a flashing red light.
2 · Give Langston the cell ID
The game sends you to cell B-02, but that label does not match Langston's system. The correct containment cell is D-04.
B-02 won't open?
That is expected. B-02 is the displayed label, not the real system ID. Tell Langston D-04 instead.

Read the Note for Langston near A-01: Maintenance reprogrammed the cells to run anti-clockwise, so the displayed labels are reversed. Tell Langston Category D, number 04.

Langston asks for the category first, then the number.
Always give the system ID, not the label printed above the door. For the radio that is D-04.

Maintenance reprogrammed the cells anti-clockwise, so every displayed label maps to the cell on the opposite side.
3 · Contain the World's Fair Radio
Take the radio out of cell D-04, cycle its broadcast until the World's Fair plays, then carry it to E-05.
Open cell D-04, pick up the Altered Radio, and it starts cycling through broadcasts.

Listen for the New York World's Fair. Turn subtitles on if you cannot make out the audio.
Subtitles make the correct broadcast much easier to spot.
With the World's Fair broadcast playing, carry the radio to cell E-05 and place it inside to finish the quest.
Radio in E-05 but the quest didn't complete?
Check the broadcast. If the World's Fair was not playing, take the radio back out and cycle again. If it was playing, wait for the containment cue to finish.
The radio keeps relocating while the wrong broadcast plays. That is the intended mechanic, not a bug. Keep cycling until the World's Fair plays.
