Read the Investigation Order outside the Evacuation Zone parking garage to start Urban Survival. Find and talk to the Survivalist, then recover both the urn and the plant before you can continue.

There is no quest giver. Walk up to the Investigation Order at the parking garage entrance and read it.
Cross the mine-filled parking garage, leave through the south exit and follow the trail to the warehouse bunker.
Route hazard: mines
The mines are a route hazard, not a puzzle. Dash around them or use their explosions against nearby enemies.
Where Are You Stuck?
If the intercom does nothing, clear the Hiss in the garage first. The Survivalist only answers once the area is quiet.
These are two parallel objectives and they can be done in either order. Both have to be returned before the quest continues.

Granny is not an NPC waiting to be rescued. The objective tracks a green urn sitting in an apartment in the northeast of the Evacuation Zone.
Climb to the rooftop entrance and use the door code to get in.
Evacuation Zone → Pulse Fitness → back office → pick up the potted plant
Olivia is not a character. The objective is a plant inside Pulse Fitness, in the back office.
Pick up the potted plant and carry it back to the Survivalist.
Granny and Olivia are quest objects, not separate collectibles. There is no character or collectible page for either of them.
Carry Granny and Olivia back to the bunker and place both on the table before you talk to the Survivalist again.
Where Are You Stuck?
If the quest will not continue, you probably collected both items but have not placed both on the table and spoken to the Survivalist again.
Once both items are handed in, the quest turns into a short key chain: get the keyfob, find the car, then take the apartment key.
Use the keyfob inside the search area. A marker briefly identifies the Survivalist's vehicle, so you know which car to approach.

Urban Survival
After the family items are returned, the Survivalist sends you to fetch his car keyfob. It is on the counter in the adjacent room.
Evacuation Zone · northeast dead end
Urban Survival
The car sits in the northeast of the Evacuation Zone, near the dead end that leads toward The Subway Fault. Use the keyfob to confirm the right vehicle.
Where Are You Stuck?
If the marker does not appear, you are outside the search area or have not picked up the keyfob yet.
Inside the Survivalist's car
Urban Survival
Interact with the car to take the apartment key. It starts the next objective on the brother chain.
Use the apartment key to open the brother's apartment in the western apartment building and reach the framed photo.

If the door will not open, make sure you took the apartment key from the car instead of only using the keyfob.
Pick up the framed photo as the memento. This is the item the Survivalist is waiting for.
Travel back to the bunker with the photo to finish Urban Survival.

You have to read the Investigation Order at the parking garage entrance. Walking past it does not start Urban Survival.

Open →Granny is a green urn in an apartment in the northeast of the Evacuation Zone. Enter from the rooftop and use door code 8521.
Open →Olivia is a plant in the back office of Pulse Fitness. Search the gym rather than looking for a person.
Open →Confirm you placed both items on the table beside the bunker and then spoke to the Survivalist through the intercom again.
Open →Use the keyfob inside the search area so a marker identifies the vehicle, then head to the northeast dead end of the Evacuation Zone.
Open →The apartment key comes from the Survivalist's car, not from the apartment. Interact with the car after using the keyfob.
Open →Use the apartment key on the door in the western apartment building. The keyfob alone does not open it.
Open →Take the framed photo; the memento is the objective, not the location itself.
Open →Place the photo on the table at the bunker and speak through the intercom. Carrying it back is not enough.
Open →If none of these match, the Quest Troubleshooter reads the graph and turns the blocked condition into one next action.
