Leave the Oldest House
Twelve steps, from leaving the Oldest House to picking up your Level 1 Security Keycard. Mark each one as you finish it.
Follow the objective out of the Oldest House and into Manhattan.

Find the three local sensors and interact with each one.

With all three sensors active, the central Pylon brings the Downtown map online.

The Maintenance Worker is a quest NPC, not a standalone character page.
Move the power charge from the source through each relay.

Move the charge one receiver at a time. You cannot carry it across the whole route in one run.

This is a linear story transition. Follow the marker.
Open the route from the Watchtower through the lower level and subway to the street.

Leave the Oldest House and follow the objective to the Mapping Pylon, then activate all three local sensors to bring the Downtown map online.
Find 3 local sensors, interact with each one, watch the light turn from red to green, then return to the central Pylon.

What's happening?
It is usually one of these: a missing sensor, the wrong receiver, a charge that reset, a fight you haven't cleared, or the route landmark you walked past.
Finish the Orientation objectives first. Welcome to Manhattan starts once you leave the Oldest House.
Three sensors must be active to start the Pylon. Use the sensor tracker above to find the one you missed.

Track the objective from the map. The Maintenance Worker is on the route toward the Central Checkpoint, not in the Oldest House.
Return to the last powered relay instead of restarting. Check the receiver, the active relay and the route distance.
Make sure the charge reached the correct receiver and that the previous relay is active before you assume a bug.
Power the Central Checkpoint and clear the Hiss ambush first. Zoe is at the Watchtower, not the Field Office.
Follow the landmarks in order: lower level, tunnel, subway, street. If you can see the next landmark, keep going.
The Keycard is inside the FBC Field Office at the end of the Supply Route. Enter the office before looking for a pickup outside.
