Reach the large glowing Spire first and look out — the Pylon and all three Sensors are visible from that vantage point.

The Unknown does not follow the rooftop pattern. The approach itself has to be built before the Mapping Pylon is reachable.

Do all seven zone maps show as revealed?
Seven active Map Kits is the completion condition. The quest usually ends near Sever the Hedron Links, but that quest is not the requirement.

The real payoff is navigation: each active Map Kit reveals its zone map, which makes routing, Collectibles and Points of Interest far easier.
Mapping the New New York is not a linear quest. It starts during Welcome to Manhattan and runs alongside campaign exploration.
