Scrunchie overview
Scrunchie raises Damage from Primary Melee weapon forms by 10%. It has no stated condition and no stated trade-off. The bonus follows the weapon-form slot, not Raw, Blunt, or Sharp Damage.
What Scrunchie does
Increases Damage done by Primary Melee weapon forms by 10%.
The scope is Primary Melee weapon forms. It is not a bonus to every melee attack. A Secondary Form attack does not receive this 10%.
The page does not turn the 10% into an exact final-damage increase. It also does not add that 10% to a Raw, Blunt, or Sharp bonus. Those are separate effect dimensions, and the stack order is not published.
What counts as a Primary Melee Form?

Does Scrunchie work with Secondary Forms?
No. Secondary Forms such as Crush · Drill · Extend are outside this bonus. A build that mostly uses those forms looks at the Secondary Melee Form Artifact instead.

Trusted Spanner
Trusted Spanner is +15% Raw Damage. The higher number does not make it better. One bonus follows the Primary Form slot. The other follows a damage dimension. They are not the same modifier.
Trusted SpannerForm slot and damage type
Spray Paint raises Blunt Damage. Fork raises Sharp Damage. Primary and Secondary are form slots, not damage types. An attack can belong to a form slot and a damage dimension at the same time. This page does not add those bonuses into one final number.
How to get Scrunchie
Complete Unsupervised Science. Shut down all six Testing Facilities, then finish the final Threshold in the Unknown facility. The quest awards Untapped Scrunchie. Form it at the Forgemaster in The Gap. Facility puzzles stay on the quest page.
Unsupervised Science
The reward is tied to completing the quest, including the Unknown Threshold.
I completed all six Testing Facilities. Why don't I have Scrunchie?
Return to the Unknown Testing Facility and finish the Threshold. Shutting down the sixth experiment is not the quest reward.
